Llama fulfills a similar purpose, and while it isn't quite as mighty like Tasker, it's free, and has a much simpler User Interface for beginners. If you want to do something complicated, Tasker's may be still your best wager. But for simple settings changes (like those that will save your phone's battery), Llama's a good way to go.
